Howarth graduated from the University of Manchester in 1952, later taking the DPM and the MD. He was a former psychiatric registrar at Cheadle Royal, and a consultant psychiatrist at Doncaster Royal Infirmary and Loversall Hospital. Howarth was also a member of the Mental Health Review Tribunal.
