Isaacs was born in Baghdad, and was educated at Al Beit University, Baghdad. He worked at hospitals in Iraq, but later settled in the UK and was in general practice at Ashton-under-Lyne and Droylsden. He wrote a number of articles on the history of medicine, particularly Islamic and Jewish medicine of the Middle Ages.
