Bullough was a graduate of the University of Manchester., and took the DPH in 1912. He held public health appointments at Lincoln and the West Riding, before becoming MOH for Essex in 1919, a post he held until retirement in 1949. He was a leading member of the Association of County Medical Officers of Health.
