Correspondence with Herbert Charles O'Neill (1879-1953), journalist and historian, relating to a request by O'Neill to be considered for employment at the Manchester Guardian, and the provision of specimens of work. Also included are a letter of recommendation from Philip Joseph Hartog, educationist, and correspondence between Thomas Frederick Tout, historian, and Scott, relating to the recommendation of O'Neill for a trial at the paper, with discussion of O'Neill's previous experience, and reference to Elizabeth O'Neill, wife of O'Neill, former assistant to Tout and occasional reviewer for the Manchester Guardian.

There is a request by O'Neill that Scott open a discussion on democracy and the press at the literary circle of the National Liberal Club, which is declined. Also included are correspondence and an internal memorandum on the employment of O'Neill as a reviewer of books for the Manchester Guardian.
