Turner gained his medical education at Owens College and held resident appointments at MRI, Crumpsall Hospital and Chester Royal Infirmary. In 1896, Turner was appointed medical officer of health to Nantwich, a position he held for the next 36 years. Turner was a member of the Society of Medical Officers of Health and was a justice of the peace for Cheshire. He died on 3 June 1936. Turner's son, John Richard Timmis Turner, was also a general practitioner in Cheshire.
