Waring was educated at St. Bartholomew's Hospital London and Owens College Manchester. He did not hold medical appointments in Manchester. He was a surgeon at Bartholomew's and the Metropolitan Council. Waring held a number of senior appointments in the medical profession including member of the GMC and chairman of the board of governors of the London School of Hygiene and Tropical Medicine.
