Shanklin was born in Belfast on 18 July 1918, the son of John Gilbert Shanklin (see below). He gained his medical education at the University of Manchester and was house physician to Stockport Infirmary before settling in general practice in Stockport. Shanklin was a fellow of Manchester Medical Society.
