Ratner was born in Kiev, and studied at Russian schools before moving to Belgium to study at the University of Liege. graduated in medicine from the University of Manchester in 1919, and took the DPH in 1923 and the MD in 1933. He was an assistant TB officer for Manchester Council and a consulting physician at the Jewish Open Air School. Delamere. Ratner was later appointed a senior TB officer for Stockport Council and after that consulting TB officer for West Riding County Council. From 1950-60 he was a consultant chest physician for the Oldham and Ashton Group of Hospitals. He was fellow of the Society of MOHs. Ratner changed his name from Efime to Edwin, some time after 1927.
