Taggart gained his medical education at Owens College and was house physician at MRI and Radford resident medical officer at St Mary's Hospital before being appointed medical officer of health for Heaton Norris, near Stockport. He was a general practitioner in Heaton Moor, near Stockport. Taggart was a member of Manchester Medical Society.
