Vaughan received his medical degree from the University of Edinburgh in 1956, and followed a DPH from the University of Manchester in 1958. He was deputy MOH for Salford between 1959-63 anda lecturer and senior lecturer in social medicine at the University of Manchester from 1963-1974. he was a specialist and consultant in public health medicine for NWRHA between 1974-1992.
