Simon was born on 13 October 1940 and was educated at Manchester High School for Girls, Salford College of Advanced Technology and the University of Manchester. She held junior appointments at Manchester Victoria Jewish Hospital, and Duchess of York Hospital for Babies. She spent a year on a MRC scholarship researching medical genetics at MRI. From 1967, Simon was senior house officer in paediatrics at Booth Hall Hospital, Manchester. Simon was later appointed director of the Tay-Sachs Screening Programme at Royal Manchester Children's Hospital. She was a member of Manchester Medical Society and a friend of the Hebrew University, Medical School.
