Webb studied medicine at Owens College Manchester and in Dublin. He received the MB ChB from Victoria University in 1889. He was in practice in West Gorton, Manchester and was a member of MMS and the Pathological Society of Manchester. Webb was also medical officer for the Gorton district of the Chorlton Union, and was author of a novel, Harry Ingleby, surgeon.
