Scowcroft was born in Bolton on 2 October 1854. Probably influenced by his brother-in-law, John Edwin Scowcroft (see above), he decided to join the medical profession. Scowcroft gained his medical education at Owens College and at MRI, where he was the last 'resident pupil'. Scowcroft was house surgeon at MRI and spent some time in Algiers and the South of France. In 1880 he joined Cheadle Royal Hospital and he held this post until 1903 when he was appointed resident superintendent. This position, along with that of lecturer in mental diseases to the University of Manchester, he held until his retirement in 1920. Cheadle Royal saw a number of major changes during the period of Scowcroft's office, in particular the development of the Glan-y-Don Branch of the Hospital. On his retirement, Scowcroft purchased some land next to the Cheadle Royal Estate, and gave it to the Hospital. Scowcroft died on 17 May 1924. His nephew, Herbert Edwin Scowcroft, was also a doctor.
