Stephen studied medicine at Manchester and held house appointments at MRI and St Mary's and served as a surgeon-lieutenant in the Royal Navy. Stephen was in practice with his [brother] Thomas Cowley Stephen, who he also succeeded as senior RMO at Crumpsall Infirmary and medical officer for venereal diseases in Manchester. Stephen was a member of the Manchester Medical and Pathological Society and the North of England Obstetrical and Gynaecological Society.
