Stallard was born in Worcester on 17 November 1857 and gained his medical education at the University of Edinburgh and the London Hospital. He was house surgeon at Worcester General Infirmary before coming to Manchester where he was honorary physician to St Mary's Hospital and honorary surgeon to Hulme Dispensary. Stallard was a member of the North of England Obstetrical and Gynaecological Society.
