Turner was born in Manchester on 16 March 1920 and served as a radiographer in the RAMC before gaining his medical qualifications. He studied medicine at the University of Manchester, where he was later demonstrator in anatomy. He held resident appointments at MRI, Christie Hospital and Ancoats Hospital before being appointed consultant surgeon to Withington and Christie Hospitals, a position he held from 1965 to 1985. Turner was lecturer in applied anatomy at the University of Manchester. He was a member of Manchester Medical Society, and the Manchester Medico-Legal Society.
