Withers studied at Owens College Manchester (probably the brother of Oliver Withers, see below), and qualified MRCS in 1882. He was a former senior resident medical officer at St. Mary's Hospitals, Manchester, and medical officer of health for Sale, Cheshire. He was later medical officer of health for Sidmouth, Devon.
