Sieigleman was born in Salford on 19 June 1923. He gained his medical education at the University of Manchester and held junior appointments at Park Hospital Davyhulme and Crumpsall Hospital, Manchester. In 1957 Seigleman was appointed registrar in anaesthetics at Crumpsall Hospital. He spent some time abroad as visiting lecturer in anaesthetics at the University of Tel-Aviv and special fellow in anaesthetics at Cleveland Clinic, Ohio. Seigleman was consultant anaesthetist to Blackburn, Hyndburn, Ribble Vallye Health Authority before being appointed consultant in charge of the East Lancashire Hospital in Blackburn.
