Walmsley was the son of Francis Harrison Walmsley. He studied at Manchester Royal School of Medicine and qualified in 1873. He later worked as senior assistant medical officer at the Metropolitan District Asylum, Leavesden, and was medical superintendent at Darenth Asylum.
