Weaver was born in Manchester on 1 December 1960, the son of Bernard Weaver, lecturer in philosophy. He gained his medical education at the University of Manchester, qualifying in 1984, and becoming MRCPsych in 1988. Weaver was psychiatric registrar in North Manchester and Prestwich Hospital, and in 1989 was appointed senior registrar in adolescent psychiatry at Prestwich. He was later consultant in child and adolescent psychiatry in Macclesfield and part-time clinical lecturer at the University of Liverpool.
