Townley was born at Oswaldtwistle on 2 July 1881, the son of Dr Alfred Thomas Townley. He gained his medical education at the University of Manchester and in 1905 was appointed medical officer of health for Oswaldtwistle Urban District. Townley died in 1932, aged 51 years.
